Lynn Kinney

Lynn Kinney is an accomplished program manager and senior executive with over two decades of experience driving strategic initiatives, managing operational resources, and leading cross-functional teams across military, government, and public-private sectors. She currently serves as the Executive Director for North Carolina for Military Employment (NC4ME) under the North Carolina Department of Commerce, where she oversees complex statewide operations, budget resource alignment, and extensive public-private partnerships that have successfully connected thousands of veterans to the workforce.

A retired U.S. Marine Corps Master Sergeant, Lynn spent more than 20 years managing high-stakes global media operations, stakeholder engagement, and crisis communications across multiple international commands. Her extensive background in structural governance and organizational development enables her to seamlessly align resource allocation with core strategic goals. Known for her analytical problem-solving and rigorous attention to compliance, Lynn brings a mission-driven mindset, deep financial accountability, and collaborative leadership to the Board, ensuring fiscal discipline and transparent oversight as Treasurer.
